The Administration Division is responsible for the administrative functions of the Arizona State Land Department, including Accounting, -Budget & Procurement, Title & Contracts and Administrative Procedures and Information Section
The Accounting Section ensures the Land Department’s finances are handled in accordance with the Generally Accepted Accounting Principles and follow the rules and procedures adopted by the Arizona Department of Administration’s General Accounting Office, www.gao.az.gov.
The Section’s primary purpose is to properly bill, receive, and distribute Trust receipts. The Section also processes the Department’s expenditures.
Budget and Procurment
The Budget & Procurement Unit is responsible for the development and monitoring of the Land Department’s budget and procurement activities.
Budget activities include developing the Department’s budget request for submission to the Governor’s Office of Strategic Planning and Budgeting, www.ospb.state.az.us/, the allocation of the enacted budget, and monitoring expenditures for compliance with legislative and executive intent as well as ensuring the Department’s adherence to the budgeted amount.
The unit also ensures the Land Department’s compliance with the State Procurement Code. It assists staff with procurement questions and acts as the Department’s liaison with the State Procurement Office,www.azdoa.gov/spo, to meet the Department’s procurement needs.
Title and Contracts Section
The Title & Contracts Section (T&C) is accountable for accurate current and historical land title records reflecting acquisition, surface use, and disposition of the State’s 9.2 million acres of Trust Land.
Land Title Ownership
Land title and ownership are major functions within T&C. T&C ensures the integrity of the State’s land title and ownership on 9.2 million acres of surface land. T&C performs extensive research of Title records on the following types of acquisitions and disposals: Purchases, Quiet Title Actions, Federal Condemnations, Reconveyances and Resurveys. T&C researches and prepares reports on title history and current land records for the Arizona Attorney General's Office, outside clients, and department staff.
T&C is responsible for adjusting both title & current land parcels by adding, deleting and/or amending acreage and legal descriptions making every effort to ensure the land is entered accurately and that each section is in balance.
T&C coordinates, develops, revises and prepares leases, permits, rights of way and other contracts associated with the surface and subsurface use of the state's 9.2 million acres of Trust land and ensures all documents issued comply with laws, rules and guidelines of the Land Department.
Administrative Appeals Program
The Administrative Procedures and Information Section (APIS) prepares and documents decisions, orders and notices from the Commissioner’s Office and oversees the administration of the Land Department’s appeals program wherein applicants or other interested parties may appeal a final decision of the State Land Commissioner.
An appeal of commissioner decisions is coordinated with the Office of Administrative Hearings (OAH) and the Board of Appeals (BOA). The office also conducts informal settlement conferences to resolve appealed issues prior to hearing.
