Abstract:
The Arizona Preserve Initiative was enacted in 1996 in order to provide a process for conserving trust land as open space within a jurisdiction. Lands are eligible for conservation reclassification if they are within incorporated areas, within one mile of incorporated areas that have a population less than 10,000, or within three miles of incorporated areas that have a population exceeding 10,000 persons. For Maricopa and Pima Counties, distances have been increased to ten miles beyond the original boundaries. Other lands have also been specified to be made eligible for conservation.
This data set consists of Arizona Preserve Initiative (API) Eligible areas throughout Arizona.
Purpose:
The data are created to serve as base information for use in GIS systems for a variety of planning and analysis purposes. These data do not represent a legal record.

Population estimates are updated by the Arizona Commerce Authority annually every January. We get those estimates and percent population change from year 2000 figures from the Arizona Commerce Authority website. Census Bureau population estimates may be used in those years where the Official Census was taken (2000, 2010). More recent population estimates have come from the Office of Employment and Statistics in the Arizona Department of Administration.

The API Buffer is created from the cities shapefile. Cities are selected out and buffered based on the API legislation: populations < 10,000 = 1 mi buffer; populations >= 10,000 = 3 mi buffer; Maricopa and Pima County buffers are then buffered an extra 10 mi. Buffers are merged to create a cohesive shape representing API eligible areas.
